Vu Dinh	113d6d01fe	Change DC strategy from Rolling to Recreate for DB templates Recreate strategy will allow the redeployment process to stay within 1Gi memory limit instead of requiring more memory due to extra pod is created for Rolling strategy. Vu Dinh	472ea2f68f	Add PIP_INDEX_URL option and fix required parameter issue The new PIP_INDEX_URL parameter is added to allow custom PyPi mirror URL to be used during the build process.
